Victory Temple was established in 1982 by Rev. Micheal Rivers.

In 1991, Rev. Joshua Balsam became the pastor of Victory Temple.  When Rev. Balsam became the pastor, the church began to grow in many ways.

Rev. Balsam began to make improvements to the church, the first being that the church was enlarged.  Rev. Balsam also purchased land to build on.

Evg. Stephanie Norton-Balsam established a daycare service for the working parents of the church.  The daycare service is one of the top rated daycare services of the city.

The membership of the church increased by 43%.  The choir membership increased by 56%.

In 1992, the church joined the Greater Buelahland Fellowship.
